RAIPUR,CG: The officers and employees of the Health Department and Family Welfare of Chhattisgarh State will have to obtain permission through proper channels to appear before the Chief Minister, Minister, senior officials to raise their personal problems.
The circular issued states that if any government servant appears before the Chief Minister, Minister, senior officials without obtaining permission from the departmental channel, then such presence will be considered as misconduct under Rule 21 of Chhattisgarh Civil Service (Conduct) Rules 1965. Strict action will be taken against the concerned government servant.
Additional Chief Secretary, Health Department, Manoj Kumar Pingua had issued a circular. The order has already been given to submit representations to senior officers through proper channels for resolution of matters related to government servants and other services.
The official communication states that despite the departmental order, it is being seen that government servants are appearing directly before ministers and senior officers without obtaining departmental permission. The working system not only affects the discipline of the employees but also wastes the time of the employee concerned due to which the service at their workplace is also affected.
It has been observed that in many cases the concerned government servants come to meet in the Ministry to resolve any personal problem. The problem can be resolved only at the level of the concerned Head of Department or District Office. If a letter has been referred to the Ministry for resolution/permission of a particular case, then follow-up can be done by the concerned office only. There is no need to send the concerned employee to the ministry for it.
Through the circular, all departmental officers/employees have been directed that even if it is necessary to appear before the minister or senior officer for their personal problem, the government servant will have to obtain the permission of the competent officer ‘through proper channel’.
