RAIPUR: Government of Chhattisgarh through Regional Transport Office (RTO) will authorize the seller-dealers of pre-registered (pre-owned) vehicles to take up dealerships. It would help the ‘second hand vehicle’ buyer the list of dealers and the vehicle available for purchase. It will control the sales of stolen vehicles, an official communication said. The market of pre-owned vehicles has registered growth in the state with the advent of online second hand car seller platforms. They are involved in the buying and selling of vehicles. In the existing ecosystem, there are several legal and financial issues. Mainly during transfer of the vehicle to the subsequent dealer, there was a dispute regarding third party damage liabilities, difficulty in determining the defaulter and others. Raipur Pre-Owned Dealers Association had raised the demand for giving the status of a dealer to the second hand vehicle sellers. It would help them to maintain the stock or take finance after purchase. In the event of an accident in a vehicle, assistance can be given in the form of an insurance claim. The seller can also insurance the stock against any natural calamity. Based on it amendments have been made in the Central Motor Vehicle Rules, 1989. The new rule will come into effect from April 1, 2023. Dealers will now be empowered to apply for renewal of registration certificate/renewal of fitness certificate, duplicate registration certificate, NOC, transfer of ownership of motor vehicles in their possession. Similarly, as a regulatory measure, maintenance of an electronic vehicle trip register has been made mandatory, which shall contain the details of the journey undertaken.
