CG: Administration pulls down posters, banners

RAIPUR,INDIA: The Raipur Collector and District Election Officer, Dr. Gaurav Singh, has issued directives to ensure compliance with the model code of conduct following the announcement of the Urban Body and Three-Tier Panchayat General Election-2025 by the Chhattisgarh State Election Commission.

He emphasized that all departmental officers must ensure the prevention of defacement of properties across the district, including public and private spaces. Consequently, banners, posters, and wall writings displayed on intersections, pillars, and public properties are being removed.

Dr. Singh highlighted the need for strict adherence to the Chhattisgarh Prevention of Defacement of Property Act, 1994. Under Section 3 of the Act, defacement of properties visible to the public without the owner’s written permission is prohibited. Violators will face penalties of up to ₹1,000, with offenses under the Act classified as cognizable.

To implement these measures, teams will be formed under the supervision of municipal commissioners, sub-divisional officers (Revenue), and chief officers in urban bodies and district panchayats. These teams will include officials from urban bodies, public works, revenue, and police departments. Their responsibilities will involve inspecting affected areas, restoring defaced properties at the expense of offenders, and initiating legal action through FIRs.

In cases where private properties are defaced without the owner’s written consent by political parties or candidates, the property owner can lodge a complaint with the police. Upon receipt, the designated teams will intervene to restore the property and investigate the matter. A charge sheet will be submitted to the court following proper inquiry.

Additionally, the use of religious sites for election campaigns is strictly prohibited. Police station in-charges are instructed to register FIRs and initiate investigations promptly upon receiving complaints related to property defacement. These measures aim to uphold the integrity of the election process while maintaining public and private property decorum.
