RAIPUR: Anti Corruption Bureau (ACB) and Economic Offence Wing (EOW) will investigate in the case of prima facie irregularities in the skywalk construction, in capital city Raipur of Chhattisgarh. Government of Chhattisgarh has on Monday taken a decision to hand over the matter of investigation to the ACB and EOW in case of prima facie irregularities in skywalk construction, an official communication said. Prima facie, the irregularities observed was that the estimate for the project worth Rs. 77 crores was prepared twice. It was to bypass the approval norm. A study or investigation has to be conducted regarding the public welfare of any project. In case of skywalk construction, no such study was done. It further states that a review proposal was sent to the Public Works Department on December 5, 2018 to the Finance department. It was forwarded after the issue of notification of state assembly elections. It is also a direct violation of the Election Model Code of Conduct. It points out the unfair profits to be shared by departmental officers and contractors. The Public Works Department issued a tender for the skywalk construction on February 4, 2017. The tender was allotted within a fortnight. No administrative approval was obtained from the Finance Department till February 4. The 1.5 kilometre skywalk lane for pedestrians was constructed during the Dr Raman Singh-led BJP regime and was nearing completion. But due to the state assembly election the work was stalled. Congress, which had been opposing it, after forming a government in state put the project on hold.
