RAIPUR,INDIA: Raipur residents will now face significantly higher fees for obtaining layout approvals for construction on plots, following a major revision by the Housing Environment Department. The fee structure has been increased manifold and is now tied to the size of the plot.
Previously, a uniform fee of ₹3,750 was charged for any plot. However, under the revised rules, the minimum fee has been raised to ₹60,000, creating a significant financial burden for the common people.
The changes have been implemented through amendments to the Chhattisgarh Land Development Rules, 1984, under the Chhattisgarh Town and Country Investment Act, 1973. As per the new provisions, application fee for development permission is ₹5,000 per hectare, with area rounded to the nearest integer (e.g., 1.499 hectares is treated as 1 hectare, while 1.5 hectares is treated as 2 hectares).₹1 per square meter of proposed built-up area for building permits. Application fees are non-refundable.
The amended rules introduce stricter provisions for monitoring and enforcement. Municipal Inspectors can suspend or revoke permits if they find false statements, bad faith, or violations of permit conditions or rules. Revocations due to false statements cannot be canceled. Revocations for other reasons can be reversed if compliance is restored. Buildings that deviate from approved layouts can be sealed. The new rules redefine plot sizes and their associated fees, plot areas of 12.5 meters and 21 meters have been adjusted to 15 meters and 24 meters, with fees increased by 40% (up from 30%). Additional provisions are recreational spaces in layouts must adhere to city development plans or scheme regulations. Hostels and dormitories permitted on plots in industrial areas, with FAR (Floor Area Ratio) and ground coverage of Rule 50 applicable to the entire land.
The revised fees and stringent regulations are expected to generate substantial revenue for the government but are also likely to increase the financial burden on individuals planning construction. The changes emphasize transparency and compliance but could spark concerns about affordability and accessibility for the common people.
